Why put CCTV and access control on their own VLAN?
Video streams use a lot of bandwidth and security devices should not be reachable from the general office network. A separate VLAN keeps video traffic from slowing other users and limits what an attacker or faulty device can reach.
What does a layer 3 managed switch do that a basic switch does not?
A layer 3 managed switch can route between VLANs, apply access rules and be monitored and configured remotely, which a basic unmanaged switch cannot. It is the usual choice for the backbone of a segmented site network.
